Evaluasi tingkat pelayanan pada sistem imigrasi di Bandar Udara Internasional Soekarno - Hatta Jakarta
The Immigration office of Soekarno-Hatta International Airport Jakarta
controls the traffic of international passengers. The level of service at
immigration system reflects the image of Indonesian condition, A satisfactory
performance will increase the Immigration image particularly, and the Airport
images in general. The criteria used to evaluate the level of service imposed by
PT (Persero) Angkasa Pura II are that the maximum waiting time by each
passenger in the immigration system (that is either in queue or when being
served) is 15 minutes and the maximum number of passenger queuing in front
of the immigration counter is 10 persons.
To evaluate the etisting level of service; a study was conducted at the
immigration system, at the departure and arrival area, of the Terminal 2D
Soekamo-Hatta Airport. The data, collected for 7 days during peak hours, were
analyzed using queuing theory and ProModel 4.0 computer simulation program
to calculate the waiting time and the queue length.
The study shows that with the existing number of immigration counter
officer; waiting time and the ,queue length at the departure area is smaller
compared to the criteria being used. However, the waiting time and queue
length at the arrival area exceed the existing criteria.
To achieve standard criteria of waiting time, the number of immigration
personnel at the departure area can be reduced to 3 to 4 personnel and at the
arrival area must be increased to 9 to 12 personnel. The standard of maximum
queue length of 10 persons can not be achieved because the number of
personnels needed is more than 12 (while the counters are only 12). The
allocation of 7 immigration personnel at each area seems to be ineffective. A
total of 42 personnel with 56 hours I week working hours are needed. However,
with a new schedulling scheme but still satisfy the waiting time criteria, a total
number of personnel can actually be reduced to 39 personnel with each
personnel has an average working hours of 59.2 hours /week.
