The function of united nations environment programm in strengthening BR - 163 sustainable plan towards reducing the rate of Amazon deforestation
Today, Amazon is by far the biggest rainforest in the world. Blessed with dense forest cover and rich natural resources, Amazon has attracted many investors and companies from around the world. Increasing demand of world's natural resources especially in timber and agricultural goods has driven the rate of deforestation in Amazon. As typical of tropical forest country, Amazon provides suitable land for agricultural sector. The construction of new BR-163 Highway stretching from southern to northern part of Amazon connecting the agricultural sector and export facility has created many problems including land clearance and speculations alongside the Highway. In respond to these issues, Brazilian government has come up with the "Sustainable Regional Development Plan for BR-163 Highway Area of Influence". As one of the member of United Nations Environment Programme, Brazil has acquired assistance from the organizations in achieving its goal. The theory of intergovernmental organizations is used to elaborate the function of UNEP towards the Brazilian government. The results from this study reveals that UNEP has significant function by strengthening the BR-163 sustainable development plan through the Integrated Assessment and Planning (IAP) programme which guide the Brazilian government with monitoring, assessment, and recommendation technique. However, the programme has only been lasted for short period of 2003-2007 and therefore the author expects that the IAP programme could continue to function to prevent future deforestation.
