Financial evaluation for mass rapid transit project in Jakarta
DKI Jakarta is the capital city of Indonesia with the highest growth
population which resulting transportation problem. On of the alternatives to
solve the problem is mass rapid transit (MRT) system. The project has
been planned since 1996, however it has to be postponed because of the
economic crisis in 1997.
The objectives of the research is to do some eveluation of the
financial aspect of the MRT project. The data used in this study were
taken from the survey and assumption conducted by Japan International
Cooperation Agency (JICA) study team, in 2000.
In this thesis, analysis was done by sensitivity analysis method.
Some scenarios were made by variated parameters involved, which were
number of passengers, operation and maintenance (O&M) costs, and
interest rate. The variotion had been done by decreasing and increasing
the parameters over a range + 30%. The study period for the MRT project
was 40 years with 10-year grace period before the beginning the operation
of the system. The result of the calculation was showed by net present
value (NPV) and internal rate of return (IRR).
The analysis resulted negative NPV when the number of
passengers decreased more than 20%. The operation and maintenance
costs must be decreased more than 30% to find positive NPV. For the
base case, the NPV was negative for all variation of the interest rate.
