An Approach to determine susceptibility rate of dam-break cases utilizing gisbased and numerical models
As one of the vital infrastructures, Dams have proven to be very beneficial in the field of water resources. However, the existence of a dam also carries a considerable risk, which is a dam-break. At the present, the dam-break is still causing lots of losses in term of loss of life and economical damage due to the absence of an Early Warning System (EWS). The difficulties faced in establishing the EWS are caused on the uncertainties of when a dam-break event may occur. This challenging condition is even more difficult in areas that do not have sufficient data availability, such as Indonesia. Hence, this study proposes a simple yet effective EWS using a macro approach based on evacuation time or the so- called Evacuation Clearance Time (ECT) for a data-sparse region. By comparing the ECT value with the arrival time of the floods from the affected area, a needed additional evacuation time can be obtained. This additional time will be used as the basis for determining the EWS. This study takes the Ketro Dam in Central Java, Indonesia as the study location for the calibration and validation process. Based on the analysis results, the absence of an EWS can cause the loss of life of more than 98% of the population in the affected area (Bonagung Village). Therefore, EWS of Ketro Dam is proposed in three warnings based on the water level in the reservoir, which is +100.3 m, +100.44 m, and +100.48 m for the 1st, 2nd, and 3rd (last) warning, respectively. As the result, these warnings could save 100% of people in affected area. After the EWS has been validated, the proposed EWS is implemented for a larger dam, namely the Cengklik Dam. The Cengklik EWS is also proposed with three warnings: when the reservoir water level reaches +141.29 m, +141.38 m, and +141.45 m. With the presence of the proposed EWS, 100% of people could reach the evacuation point safely. Both case studies show the proposed EWS could reduce the risk impact of the occurrence of dam-breaks.
